58. The permit as the owner or custodian of 15 or more cats or dogs referred to in section 16 of the Animal Welfare and Safety Act (chapter B-3.1) includes the following classes:
(1)  owner or custodian of 15 to 49 cats or dogs;
(2)  owner or custodian of 50 or more cats or dogs.
